The Quality Assurance Division

The Quality Assurance Division is mandated to promote accountability and transparency for quality delivery of education services, by ensuring the compliance of the Regional Office, Schools Division Offices, and Schools to the policies, guidelines, standards, and requirements
set by the Department and the State.

In pursuit of continual improvement and sustainability in terms of organizational performance, QAD facilitates the provision of relevant and evidence-based input as basis for intentional decision-making, strategy formulation, and realignment of plans and program implementation. As a shared responsibility, QAD takes the lead on the evaluation of the program of the following:

1. Conduct and results of the Program Implementation Review and Plan Adjustment (PIRPA); and

2. Alignment of the PPAs to the KRAs’ set of indicators as presented in the Office Performance Commitment and Review Form (OPCRF) and valuing Quality Assurance, Monitoring, and Evaluation (QAME) results as derived from the systems, processes, programs, projects, and activities being implemented by Offices.

With its Key Result Area on the Regulatory and Developmental Services to public and private school clients, QAD leverages on technology in streamlining the processing of Government Authority applications, as well as in providing Technical Assistance on the:

• Establishment, Merging, Conversion, Naming/Renaming of Public Schools, and Separation of Public School Annexes;
• Government Permit to Operate and Government Recognition for Private Schools;
• Reissuance of Certificate of Recognition to Private Schools due to Change of School Name/School Site/After 50 Years of Corporate Existence;
• Increase in Tuition and Other Fees of Private Schools;
• Acknowledgment of Private School Closure (Permanent/Temporary); and
• Issuance of Special Order for the Eligibility of Graduation in Private Higher Education Institutions (HEIs) and Technical-Vocational Institutions.

In the same vein, QAD is involved in the management of the National Qualifying Examination for School Heads (NQESH) and monitoring of the Government Assistance Subsidy to Students and Teachers.

Consistent with the operationalization of Quality Management System, this QAD Operations Manual is crafted with the end in mind of escalating operational efficiency and effectiveness, by clearly defining and communicating the scope and expectations on the functions that QAD has to carry out. The approved standard procedures are also documented in detail to serve as guide to all concerned personnel in executing tasks, delivering outputs, and handling various situations in the workplace.
