Virtual Inspection Process (VIP)

Amidst COVID-19 Pandemic challenges in the country and the prevailing new norm informed by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF), the Department of Health (DOH) and the World Health Organization (WHO), delivery of Quality Assurance core services should continue as stated in the Quality Assurance Division (QAD) comprehensive "Service Continuity Plan" (SCP). The QAD-SCP is anchored on the national policies on public service continuity for government agencies by the National Disaster Risk Reduction Management Council and the Civil Service Commission's "Revised Interim Guidelines for Alternative Work Arrangements and Support Mechanisms for Workers in the Government During the Period of State of National Emergency Due to COVID-19 Pandemic".

Under the state of national emergency, the Regional QAD should persists to deliver its core business services to its clientele such as the processing and issuance of various permits/recognition to qualified private schools that are compliant with the minimum requirements stated in DO 88, s. 2010, "2010 Revised Manual of Regulations for Private Schools in Basic Education". More specifically, section 30.6 of DO 88, s. 2010, states the need for the conduct of by a QAD EPS to "a thorough inspection of the school..." compliance with the requirements..." (DO 88, s. 2010, 36), is mandatory under normal conditions, i.e., in the absence of pandemic/national emergency. The need to continually provide the above services so that education can be continually made available by private school counterparts, calls for the need to change the modality of school visits from actual face-to-face to a virtual inspection, in compliance with DepEd Order No. 14, s. 2020, "Guidelines in the Required Health Standards in Basic Education Offices and Schools".

Furthermore, while virtual, real-time inspection will be espoused, the Regional QAD Education Program Supervisors (EPSs) continues to uphold its key values relevant in carrying out its core services, such as, integrity, accountability, and transparency, to gain and maintain the trust of all its internal and external stakeholders in the National Capital Region (NCR). Thus, this "Internal Policy Guidelines in the Processing of Application for Permits/Recognition of Private Schools in Response to COVD19 Pandemic Situation", was conceptualized.
